Does anyone know of a standard or reference that describes the maximum safe outside surface temperature of pipe insulation (for safety purposes)?
 
The formula for determining outside temps of insul piping is per the following:

To = Ti - (x/k / x/k + l/fo) (Ti-Ta)

l/fo is in a table, see below

see stamper & koral, "Handbook of Air Conditioning Heating and Ventilating", 3rd Edition, Page 8-178 "Piping"
