Pin Site Pictures to Plan

Hello everyone,

I am looking for a good way to organize the pictures we take on sites, and I thought a good way would be to be able to pin pictures to a specific location on a plan pdf. Hovering the mouse or clicking above the pin would then display the image.

Does anyone know of a software that could do that?

I believe PlanGrid has some feature like that, although I've only seen it from a contractor and not actually tried it myself.

I'm pretty sure bluebeam has something similar as well. I've never used the functionality though.
