I'm not sure if this is exactly whay you're after but there is DIN7162 "Plain workshop and inspection gauges" if you're of a European persuasion
This specifies how to design a pair of "go no-go" gauges, The idea being that if the 'go' doesnt fit, its wrong and if the 'no-go' fits, its wrong. It doesn't say much about forece required to pass. It doesn't mention much about force to pass but we tend to use 'If it's questionable, its a fail'
