Pile design with overstrength factor

Hi,

I'm currently dealing with the seismic design of piles for a tower according to ASCE 7-10 and ACI 318-08. The tower foundation system consists of a general raft with concrete piles underneath.

My question is about the use of the overstrength factor:
Should I apply this factor for the reinforcement calculation of the pile? For the connection to the raft only? Neither?

It seems to me that the standards does not give a specific answer to this.

I found something in:
ASCE 7-10 / 12.13.6.5-1

--> The anchor shall be designed to resist moments, axial and shear forces induces by the seismic forces including overstrength factor.
