Do piering contractors generally use a structural or geotechnical engineer when they've been contracted to pier a residence? Or is this something the homeowner should insist on?

Depends on local and state requirements for engineering involvement. If not mandated by local officials or state law, chances are the contractor will not involve an engineer on his own.
