Phase to PPM conversion

I have a task to calculate and convert the phase differential of a pair of coaxial cables subjected to temperatures of +20 to +85 degrees C. The cable pair is swept over a freguency of 8-12 Ghz during the test. The differential of the pair is then calculated to supply the results in a PPM measurement. Does anyone know the formula for doing so? Can anyone help?

Convert difference to per cent, and then to PPM.
For example, a 0.005% crystal is a 50 PPM part.
