Phase 1 ESA

I've stumbled across some Phase 1 ESA training courses online that appear to advertise that training in their course would make one competent to provide Phase 1 studies. Can you learn how to do Phase 1 ESA studies from a course, or is this something that requires months/years working under an experienced environmental site assessor to become competent / learn best practices?

I assume the class will go over ASTM E1527 which outlines all of the requirements of a Phase 1. When it comes to Phase 1 qualifications, the Brownfield act has the all appropriate inquiries rules which is how the EPA defines an environmental professional who can perform Phase 1 and Phase 2s using Brownfield grant money: Link

Essentially anyone with a P.E. or P.G. license and three years of relevant experience, anyone with a B.S or higher in science or engineering and 5 years relevant experience, or anyone with 10 years relevant experience are considered environmental professionals. Alternatively, anyone working under the direct supervisor or responsible charge of an environmental professional can still participate in the AAI process. More information here:

There seems to be a difference between brownfield grant Phase 1 and due diligence Phase 1s. I don't know if the AAI rule still applies to non brownfield grants Phase 1s.
