permitted exclusion in Table 1 NACE MR0175

there are some permitted exclusion in Table 1 NACE MR0175:
Storage tanks and pipelines with absolute pressure less than 65 psi.
the first question: what is the reason for these exception?
the second question: is this exception for both SSC and HIC or only SSC?

1. As per the inquiries and interpretations: "The exclusions are historical and based on successful applications over many decades."

2. Since the exclusions were grandfathered in from the original MR0175, then they are not specifically intended to apply to HIC.
