Permissible noise from safety valve vents

I am trying to establish what is the permissible noise from the vent of a safety valve when it is lifting.

I can think of two possibilities, one 140dB(A) at nearest gallery to prevent hearing damage, two some lower limit that would not startle anyone and cause an accident.

Does anyone have any suggestions.

20 dBA more than the usual noise when the plant is operating normally. I agree about the need to keep the safety valve below some limit, don't know how to decide what it should be. I guess if the vave can lift and relieves its own pressure (ie it is not just a warning signal) then it might not need to be as loud.
