per ASME are you allowed to hydrotest a vertical vessel in the horizontal position? 2

according to my AI inspector you have to hydrotest a vertical vessel in the vertical position and not horizontal ,my question is where in UG-99 does it state that it does?
 
Ditto SnTMan. Many (almost all) vertical vessels are tested in the horizontal position at the shop.
 
Also see Note 39 of the data report forms in regards to hydrotest....states you must indicate in the remarks if the hydrotest was performed in the vertical position.
