if i provide just minimum rebar for a 5ft - 32x32in pedestal, do i still need to satisfy the ties every other bar or less than 6"?
say i provide 12 bars. do i need ties in between?

I have wondered this and asked this question many times and came to the conclusion that they were needed, if for no other reason than 7.10.5.1 requires it.
The ties make construction easier usually anyway.

A pedestal is just a column - a short one at that - but you have to provide ties the same as a "regular" column the way I read ACI.

can ACI 14.3.6 be applicable in this case?

I don't think section ACI 14.3.6 applies in my opinion -- I wouldn't consider a pedestal a wall...

However, I'd say you can likely design it as "Plain Concrete" per Section 22.8. In this case you would not need tie bars, but you also could not consider the contribution of your vertical steel.

If this pedestal is poured monolithically with a wall, see 10.8.2 for some additional guidance. While it doesn't specificaly address the quantity of ties, you may be able to use some judgement to eliminate the need for ties.

Can you provide 8 bars and use 2 ties or 1 tie + 2 crossties? Also, you can use the actual concrete area for strength as opposed to 32x32.

@delagina - Your second post - Can ACI section 14.3.6 be used? ACI defines wall as a member used to enclose or separate spaces. ACI does not give definition of a column based on the ratio of the cross-sectional dimensions. We have typically used UL Fire Resistance Directory classification, namely, cross-sectional ratio greater than 4 to distingush a wall from a column for design purposes.
For lightly loaded pedestals, not part of LLRS, and not in a high seismic zone, we only use outer ties at 12" o.c. We don't provide cross ties etc. However, we do show 3 ties at 4" o.c. at top of the pedestal.
Some time back I had posted a similar thread507-312673. I did not get much of a response.
