PED Harmonized standards for unfired steam generators - EN 12 953 applicable?

Do you use EN 12953 (intended for fired or electric boilers) as part of the conformity assessment process for higher-pressure unfired steam generators? (EN 13445 is not directly applicable due to 110C scope limitation).
 
I thought that both 12953 and 12952 were for fired boilers - 12953 for firetube and electric, and 12952 for watertube?

I don't have a sketch handy, but for example picture a kettle reboiler with a high temp fluid as its heat source, making steam in the shell.
 
I think we’ve used 12952 previously for vessels that had electric insert heaters for steam generation.
