PED Harmonized standards for unfired steam generators - EN 12 953 applicable?

Both EN 12953 and 12953 are considered harmonized standards;https://ec.europa.eu/docsroom/documents/64634/attachments/1/translations/en/renditions/native
If your device is unfired (do you maybe have some sort of sketch?) I'd be tempted to think this is more of an EN 12952 application, since 12953 is for fired equipment I think.
