I have modem module wavecom q24 and i don´t found PCTRB documents. PCTRB are needed to sell products with this module?

You mean PTCRB?

If you (really) require certification documents for the Wavecom Q24 modem, then try searching (or contacting) Sierra Wireless (they acquired Wavecom in 2009).
