how do I build a 2 layer PCB with ground plane? What kind of materials do i need ? what are the steps I need to follow ?

2 layers of copper? Which means that one of the 2 will be the ground plane?

Generally, you BUY a two-sided copper clad board. And you make or buy the artwork and the etchant. Then you drill.
