PCB heating element

I have a Fuji/intersleeve shrink sleeving machine which has a PCB heating element used to heat splice the pvc sleeve material when changing rolls. Does anyone know of a manufacturer of these types of PCB heating elements?

I don't know if I am using the right terminology. It looks like a printed circuit board to me, but brown not green, and instead of a conductive layer, it is a high resistance layer, with just a contact at each end. I'll try to get a picture.

I assumed foil is thin and flexible, the one I have is maybe 1mm thick and rigid. Is it still called foil?

That picture looks more like a thick film heater on a steel substrate. I used to work for a company that made 'em. That one is probably destined for a kettle.
