Any suggestions on pavement reference manuals? Both rigid and flexible pavement? AASHTO, FHWA? Where would I go for industry standards?

Are you looking for design? Maintenance? Evaluation? Management?

AASHTO is the accepted reference for each of those. FHWA is a good source for research info.
 
Also try your state DOT website, that is your "local standard" for roadways.
