Pavement Recommendation for Fire Lane (Design Load 35 tons minimum)

I'm recommending a Fire Lane pavement design section for a client who has provided a design load of 35 tons minimum. The soils should there should have a minimum CBR value of 4.What should the minimum ESALs be for a Fire Lane? Do all fire trucks have the same number of wheel(axles)? The client does not have a traffic count for the site. Thanks
 
A fire lane should be essentially the same as the adjacent pavement section. You can add a couple of inches to the base to accommodate added loads, but the traffic count prediction for these lanes is useless.
