Pattern of holes, different hole sizes, multiple single segment position tolerance

I have two hole patterns of two holes (4 holes total) called out separately because of their difference in size. It is critical that the 4 holes travel together as a pattern.

How do I properly emphasize that the two different hole callouts must travel together? I feel like this is some sort of simultaneous requirement, but I'm not sure how to do it.

I am also using a multiple single segment FCF because I have more tolerance in one direction than the other.

Please advise.
 
There's no need to say SIM REQ when using position (or profile). You could simply place a position tolerance on each of the pairs, and as long as they reference the same datums, in the same order of precedence (and same modifiers, if any) then according to paragraph 4.19 of ASME Y14.5 it would be understood as a simultaneous requirement, meaning that all 4 travel together.

I should mention that the tip you found on that other website used the notation for simultaneous requirement only because they were composite feature control frames. But from your description I don't even think you need that; a couple of single feature control frames should be adequate.
