paste backfill with zero binder

Has anyone heard of an underground operation placing paste backfill with zero binder?

We used to use zero binder ( for about 3 years)- have since started adding fly ash

how did you deal with liquefaction potential? Was it a hazard underground? Can you tell me what mine this was?
