a couple things popped in to mind related to such conditions so i thought it was worth sharing:
-i suggest accounting for the fact that such slopes are not "perfect" in the real world. depending on the soil type and quality of construction (assuming fill in the slope), quite often the upper couple of feet is not as good as the mass fill portion of the slope. in other words, use "reasonable" caution/conservatism.
-also beware of fill induced settlement.
