Can anyone tell me what exactly is meant by a passive containment cooling system?

Stars to both IRStuff and ione. In short, it's a cooling system that does not rely on forced circulation through use of a pump or fan and has minimal moving parts (I hesitate to say "no moving parts" because valves may be required to change position at the start..)
