Partial Penetration weld for a moment connection

A C9x13.4 frames into a W14x38 at right angles for a moment connection (Mf = 10 ft-kips).

Can anyone please let me know if it is okay to use a partial penetration weld to connect the top flange of a C9x13.4 to the top flange of a W14x38 in a moment connection. I have called for square butt with 1/4" pp weld.

The bottom flange of the C9x13.4 frames into the web of the W14x38 and a CJP with back up strip is called up for this connection.

ADeRaj, could you please provide some more detail as to what this is for and the general arrangement of the structure? What you are proposing in either case does not sound like a typical structural steel connection. Do you have access to AISC steel manual?
