This definitely looks like a construction accident. The building appears to be cast-in-place concrete. In looking at the construction photos, it was obvious that the concrete was fresh.

Looks like a failure of shoring/reshoring. Otherwise, just based on the photo, this looks like a well planned project, as compared to the one in New Orleans.
