Part VS sub assembly highlighting

Is this behavior intended to be like this

When I open an assembly and have selection scope set to work part and I hover over something it highlights sub assemblies only

When I change it to Entire Assembly and hover over something it highlights individual components only

Yes, because the sub-assemblies (1st level) are the only "component objects" that exist in your work part (top level).
