What is the maximum incline that a parking lot (stalls) could be designed to?

We are considering a parking lot on some very hilly ground, and need to know the maximum angle for a stall. For instance, if the incline is too steep, people won't be able to open there doors, but we want to preserve as much of the natural slopes (hills) as possible.

I've done dozens of parking lots, but all on flat ground....

Generally 4% is considered to be steep. But I have seen 6%-8% in the most rare situations.
 
I'd stay away from steeper grades in areas that get icy weather, for the sake of handicapped/infirm/leather-soled-shoed pedestrians.
