Parameters for Slope Stability analysis for Chert formation 2

Would like to find published work or experience with parameters for chert formation for slppe stability analysis. The formation is highly fractured and interlayered with clay. The inclination is to model as clayey gravel due to incompetence of chert rock and the layers of clay. Suggestions will be welcome.
 
Or even as clayey of reduced cohesion due to the non cohesive stone (ther maybe areas that are such).

In any case one feels not happy assigning common geotechnical parameters to formations which stability warrant is better gained by thorough understanding of its structure than by one conventional analysis.
