Does Panel Mode Frequency & Tuning frequency has any relation for resonator?

Um, that's a bit incoherent, but no, you do not want your panels on the resonator to have the same frequency as the acoustic tune, if that's what you mean.

Maybe you are confused. Panel has a resonance frequency, and resonator has one too. You can build a resonators array with a panel or more (perforated) please review

I am little bit confused between the correlation & significance of three terms (a) Panel Mode(Inertance) (b) T-Loss (C) Tuning.

I know by using hammer we can get panel mode frequency.

The difference between the noise level at entry & outlet port, we can measure T-loss. (By changing mass & stiffness we can able to change T-loss)

Tuning frequency is the one we wanted to hear. By putting resonator, side branch we can tune the system.

Basicly you're right. Concepts are correct, and there are many relations between them and many branches from each of them, in a theoric and empiric sense.

I have one underhood component in front of me & it has minimum panel mode frequency requirement near by 272 Hz.

The panel mode is response/force applied(acceleration)- & less the response (less the component vibrates), it better.

so does it printing mistake?

No, that sounds a sensible requirement. While I appreciate that the internet is free, it might be worth buying a book or going on a course and learning about this stuff. Or ask whoever set the requirement what it means.
