Painting sheet metal

I have a flat-ish piece of sheet metal of the type used for air vents. It is uniformly gray, no obvious galvanizing coating. I have some Rust Control black enamel paint which "stops rust without a primer." My metal piece is brand new and has no rust. It isn't going to be handled much, but may occasionally be curled and uncurled a bit to fit the tubing before and after it, and clamps will be tightened on it. Should I really use a primer before I paint to keep the paint from peeling off the smooth metal when it is flexed or scratched?
