Should steel that is encased in concrete be primed?

Generally not. If provided proper clear cover the steel will be just as protected as rebar would. Also, the primer will reduce the bond strength; well-adhered mill scale is going to be the best bond you'll get for rolled steel embedded in concrete typically.
