I need a formula to find the force applied to a surface knowing the speed of the flow of water and the area of the blade.

Have a look at recent posts in the piping and fluid mechanics forum - there is some stuff on rudder design which should be applicable to your question. (It was in the wrong forum in the first place !)

Pressure = Cd.1/2.r.V^2

Force = Pressure x Area

Where r is density of fluid, v is velocity of fluid...Area
Cd = shape coefficient

Very simplistic approach, as there are other things to consider also

Pressure should not have Cd term P = 1/2.r.v^2

Force = Cd.pressure.area
