Is it required to connect Package units with MCC panels?
 
Don't know what you are really asking? Are you asking if a packaged unit has an internal starter or if it needs an external one from an MCC? Check with the manufacturer, but "packaged" units in my world have their own starters. So you can just power them from a breaker. Something like an air handler may not.

If that is not your question, then check with local codes.
 
Package units will require overcurrent protection and a starter.
 
Manufacturer's documentation should give you the answer. Unit couldn't be legally released to the market without clear instructions on that.
