Does anyone have a cost brake down on the installation of a small water tube boiler and if not can you point me in a direction to some one who does and may be willing to share it?

Your question is way too vague ..... What the heck is it that you want ???
Its like you asking for "the cost of a green truck" ????
Some important things to establish:
1) What is the desired massflow rate, operating pressure and temperture ? What is the fuel ?
2) Why must the boiler be watertube ? Firetube boilers are most economical in the smaller sizes
3) What auxiliary equipment is required ? Condensate collection ? feedwater pumps, stack, dampers etc, etc
4) What are the emissions requirements ? What type of monitoring system is required ?
5) Are there space limitations ?
and on and on ....
