Are factors of safety for overturning and sliding explicitly described in the latest version of ASCE 7 (2016)?

Within the load factors in the Load Combinations.

For example:
ASD: 0.6D +/- 0.6W

The 0.6D is an implied inverse safety factor of 1.5.

Actually 0.6 is the inverse of 1.67

All I know is P/A and Mc/I
 
Yes - but the load combination also includes 0.9D to account for overestimation of the actual dead loads.

1.5 / 0.9 = 1.67
