Outdoor Stair Drainage

I am building a metal pan outdoor stair. It is not a open riser stair. I am concerned about the water accumulation. Should I drill holes thru the metal pan so that water can go thru?

Is there other ways to solve the drainage problem?

The water creates a few problems: corrosion, slip surface
Some considerations to solving these problems:
Diamond tread, change alloy to a corrosion restaint, slope the step 2%
 
Could you go to a steel mesh/expanded metal grid stair?

Will the stair be exposed to freezing temps? If so, make sure water won't accumulate. You won't want to ahve to salt it, even if it's stainless.

It's in New Jersey and will suject to all sorts of bad things. Somehow the owner don't want grating or any open tread solution.
