There are two shear walls stacked on top of each other in a balloon framed wall, and I want to know what the min horizontal load i apply to the beam that runs in between the two s.w.s. Thanks.
 
If there is a diaphragm at the line of intersection of the walls, there is no load to the beam.

If there is only the beam at the intersection, then take 1/2 of the trubutary height of each wall, plus the beam depth, and compute the lateral wind force seen by the beam using this total Tw.

I assume you are designing a wind beam...
