orthotropic material definition (in ROBOT)

I am trying to model a deck made of longitudanal precast planks that are grouted together. In the transverse direction I want to be able to transmit shear but not flexure through the grout - is there any way I can define a material that does this?

The program I am using (ROBOT) allows me to define an orthotropic material with different E values in the two directions, but then bases its calculation of G (shear modulus) on the value of E - therefore if I put in a nominal value of E to model the lack of flexural distribution through the deck, a nominal G is automatically used, which gives me no shear distribution through the deck either, which isn't what I want. Any ideas?
