Origin of the equations from External Pressure ASME VIII Div 1

Evening everyone,

Im here again with another question. It was easy to find the way that ASME found the equations from internal pressure. So thats my question, how ASME found the equations from EXTERNAL pressure?

Which ones are you referring to? UG-28 in VIII-1? Code Case 2286? Section 4.4 in VIII-2? The limits in 5.4 in VIII-2?
