Origin of Priority Pollutant Metals

Does anyone know where the list of PP13 metals originated? Is there some regulation or standard that defines them? For that matter, what is the origin of the RCRA 8 metals?

In the USA, the EPA establishes Priority Pollutants. I'm assuming Priority Pollutant Metals are a subgroup of the EPA Priority Pollutants, listed here:

Noidea about where "RCRA 8 metals" originated. RCRA is a federal US law, and EPA enforces that law, so I'd say they created that list also.
