Organic Rankine Cycle application is one of the very good energy saving measures , however, Generally speaking, its payback is not much economical. Any proven case study in Petroleum refinery or Captive power plan where this is proven and beneficial?

One of my favorites is electatherm, but there are dozens of systems out there.
Sizing and duty are critical, too large and it will under perform.

If you have the heat source to consider an ORC, it is also likely that an ammonia absorption system for producing a chilled water stream would also work if you have some use for a chilled water stream. You could also use this waste heat to run a column reboiler if you can set up the column operating pressure to suit.
