Optimum Ratio H/R for atmosferic tanks API 650 ?

Tables A-1a/b and A-3a/b of API 650 Appendix A gives optimum sizes of tanks up to 66m or 220ft dia based on course heights of standard plates of 1800mm/72inches or 2400mm/96inches.
