Openings in Structural Concrete Tees

I need to know where the best place to locate an opening in a structural tee roof system. The mechanical engineer wants to place an 18"x36" over the joint of two tees with the long dimension running along the joint. Is this the best spot or should it be located more towards the interior of the tee? Once the location of the opening is determined, are there any special blocking requirements?

If you are talking about double tees, center between ribs would seem marginally better. If you are talking about single tees, center of joint between tees would be my choice. Long dimension of opening parallel to the span of the tees makes sense.

Some T's are prestressed right? Couldn't the tendons be in the flanges?
 
There could be tendons in the flange for camber control. Hopefully, they would not be within 10" of the edge.
