Opening in Existing CMU Wall

So, i'm making an opening in existing CMU wall.
The existing rebar size and spacing is fine when I take it as Special reinforced cmu wall, R=5.
But as far as I know, existing cmu wall has to be treated as ordinary and thus R value has to be 2.
Please let me know if I'm fine to treat the existing cmu wall as "special"
