Open web steel joist retrofit

I am involved in a project to retrofit new steel joists between existing over stressed joists. Has anyone had any experience, any clever ideas on how to do this without disturbing the space above? Because the existing concrete and joist floor system has a considerable sag, the new joists will require shims to fully support the floor. I was thinking shims at each panel point. The joists bear on W sections. Thought was to design a bracket that will weld to flange and web to provide bearing without having to do the impossible of getting new joists to bear on top of existing beams. Any thoughts out there?
