Is there a correct method of calculating distribution probabilities for one sided features such as shaft runout?

I would recommend that you perform a curve-fit analysis. You may be able to come up with an empirical distribution for your particular application. You may also find that the distribution is very similar to some other one-sided populations, such as defined by the exponential, chi-squared, or F distributions.
