I have an arc created with 3 points and I would like to create an offset arc to represent the thickness by a certain distance...there has got to be a way I can do this. Pro-E is starting to disappoint me.

Don't get mad on Pro/E until you're sure you should.
To create an offset curve go to Create --> Datum curve --> Offset curve.....and follow all those steps.
Even easier, you don't need to offset your curve. Instead you can create your protrusion by offseting the curve in sketch mode:
Create --> Protrusion --> And use "Offset edge" in sketch mode for your thickness

Good luck![pipe] im4cad
