Off Load Earth Leakage

I'm trying to find a simple Off Load Earth leakage relay.

I've done some searching on the net, but can't seem to find much info on "off load EL monitoring".

Basicly what I'm trying to do is give an input to my control system that would disable a motor from starting, if any of the 3 phase motor leads are shorted to ground.

I would like the relay to trip if the resistance from ground to any of the 3 phases is 220k ohms or less.

Have a look at Bender. They produce many such things. Mighty expensive, though.
