Dears

If i have one site contains a Police Station building and Apartment building and distance between them approximately 4 m or less
shall i consider occupancy category IV for all buildings located in site or near to the Police station?

Occupancy category is based on building use, not site use. Each building should have its own assigned occupancy category. Of course, you can make any kind of scenario where the apartment building collapses and falls onto the police station but that is a stretch in my opinion.

Structurally separate buildings may have different occupancy (risk) categories.

Best practice is to not have utilities feeding the higher occupancy category building pass through lower and do not have required exiting or path of travel through a lower occupancy category. Some jurisdictions may enforce this, but I don't think it is a code requirement.
