NX9 - Radial Dimension Flips Through Centerpoint

Please see attached model & dwg.

So how can I get the arrow line to pass through the center of the radius with text BELOW the center point and have the arrowhead touch the appropriate edge so it appears as if I'm actually pointing at the radius??????????? The only way I can get this to work correctly is to use a diameter dimension and we don't want the diameter. Used to work fine before dimensioning was "improved".

You imply that this used to work OK. What version would that have been?

To an Engineer, the glass is twice as big as it needs to be.
 
If you don't mind, see how it might behave in NX7.5 (or prior to the ribbon interface / dimension commands being pared down; addition of rapid dimensioning). Feel free to export the solid as a Parasolid or STEP file and add a TOP view to a drawing of that solid. I doubt that the master model concept is a big deal for this test.

I could be wrong, but I don't recall having an issue with a Radius to Center fighting me in this manner in previous versions. If I am wrong, you have my sincere apologies for the sarcasm. But regardless, is this behavior to be considered working as designed and/or proper behavior?

If I create a new part (NX 9.0.3.4), create a partial arc, and dimension it, the dimension acts as you would want. However, in your file, I can't get the radius dimension to behave in the same manner. I'm not sure, but it may be because the objects in your file are reported as "intersection curves" rather than "arcs". If I create an arc object in your dwg file, the radius dimension behaves normally.

Yeah, I suspected it might be due to the view not being 100% true to XY plane.
