I have a broken (legacy) section view at 10x scale. When I add a linear dimension (perpendicular or point to point), the extension line will not show until I drag the dimension beyond the view break. Is this working as intended??? I understand what's happening, but surely this isn't correct.

Please refer to avi and yes, I do have BOTH extension lines turned ON.

I suggest that you take this up with GTAC as I can't believe that it's working correctly.

Until you get an answer from GTAC
Try dimensioning the top leader line to an end point or intersection point instead of picking the line.

It's the section line that is causing the issue - when I move the section line arrows closer together on the parent view, the extension line moves closer to the broken view boundary. In this instance, I'm scaling up 10x, so using Jerry's suggestion wasn't feasible. Thanks for your time guys.

I believe if you'll brake the view with view brake command instead of just drawing smaller view border I think dimensioning tools will work as they're suppose to. In your case NX might think that arrow is pointing to visible line so it doesn't need extension (When you're moving section arrow closer you're also making visible line shorter and that's why extension is also coming closer to the "broken" view).

I did try to recreate your problem with NX 10 and I couldn't do it, so this issue might have been fixed already, at least to next version of NX.
